Pennsylvania paperwork, from the state's own source
A licensed yard cannot take a car without a proper release of ownership, so the paperwork matters wherever you sell. This is the Pennsylvania rule, with the source attached.
Pennsylvania no-title rule
In Pennsylvania the owner normally signs the title over to the scrap metal processor, so the usual route is to get a duplicate title first (Form MV-38O, $72). The law also lets an owner sell a salvage vehicle with a lost, destroyed or faulty title to a scrap metal processor when the car is on the owner's own property; the processor files Form MV-4RP and the state issues a non-repairable certificate. Confirm the current procedure with PennDOT before you sell.
